Neither is the post-surge, or the post-post-surge. The first of several progress reports that's making its way through congress is a shudderingly awful indictment on the success of the so-called "surge" the Bush administration has been pushing all year. Of the 18 success "benchmarks" set 9 months ago, the surge has failed to meet all but three:
"Iraq has failed to meet all but three of 18 congressionally mandated benchmarks for political and military progress, according to a draft of a Government Accountability Office report. The document questions whether some aspects of a more positive assessment by the White House last month adequately reflected the range of views the GAO found within the administration."
Even Georgie is hinting that there might be a troop drawdown if the surge continues to succeed at this abysmally wonderful rate.
And then there's Fox News, ever the good little bullshit machine, maintaining that "Iraq progress is good! on 8 of 18 benchmarks!" WTF?
