Prime Minister Stephen Harper arrived Sunday morning at Rideau Hall to formally ask Gov. Gen. Michaelle Jean to dissolve Parliament for the country's 40th general election on Oct. 14 on grounds it has become "dysfunctional."Mr. Harper is left 24 Sussex Dr. for a drive down the street to Rideau Hall, the governor general's official residence.
"I feel good," he told reporters as he walked into the hall.
